Have you maybe got any dns settings or domain name settings configured? Also you might want to do a debug on the mgcp events spefically looking at the tftp download as it might be looking for a wrongly named tftp settings file.
Can you check whether 'mgcp validate domain-name' command is there under 'mgcp' configuration on the router.
If it is present, can you issue 'no mgcp validate domain-name' command under 'mgcp' configuration on the
router ?
