I have two gateways that feed a PBX, all in and outbound traffic from the PBX is feed thru these. I am running MGCP on the gateways. If one of the gateways losses connection to the CUCM cluster, it drops the D channel for a few seconds and comes back up in a local mode.
I need it to drop the D channel and stay down so the PBX will route it out to the other gateway.
The reason for this is if they lose network connection to the office, they still need to get calls in and out.

To handle this as you expected, gateways should be added to Route Groups & Route lists should be used.

Found the answer. you add "ccm-manager shut-backhaul-interfaces" and after it tries all Call Managers twice, it will bring down the interface.
