There is no explicit license for it, but in order for users to use it they must be configured with Mobility (under user page), it uses 1 DLU for each user. As far as number of concurrent users at a time, this would be driven by the gateway platform you are using as you are using it for the IVR treatment, not sure if this is documented anywhere, perphas check out SRND.
