MOH does not work for ipt phones that work in other CSS and partition

I am running Call manager version 6 and have seperate partition/css for ipt phones for different offices. The MOH (two way) works OK when the call/extension is within the same partition/CSS. MOH does not work well or no MOH at all when make a ext call between location A main office and B small office. some call has moh from one direction. I do not set up transcoder and I have checked the phones/profiles are using the correct MOH group list. Need some guidance to check & resolve the problem.

MOH is not related to partitions|CSS.

Check under IPVMS that G729 is selected

check MOH Audio Sources

and check MOH Servers accesible from devices.

I follow your advice andchecked all the parameters. They all look OK to me. the region for phones are using g.729. The phone also shows running on g.729 when they are on the voice call. I am running a test between a 7960 and ip communicator. they are in the same region. I try moh and hear continuous beep sound.
