MoH prevention issue with 7941

I have been able to prevent MOH on the first line of the phone. Line 1 has a max calls setting of two(2) and a busy trigger set at (2) when you call the endpoint and you are placed on hold you hear no MOH but if you are then dialed back to via the second button as in a "new call" and then placed on hold you then hear the MOH file playing. What I want to do is to have no MOH at all on this device. any sugesstions? could it be a "trusted relay" issue?

Change the Network Hold MOH Audio Source to a blank MOH.

You can define a different MOH for when you press hold and another one when you press conference or transfer.
