How do folks monitor the WAN QoS to find out how much bandwidth VoIP is using so as not to exceed the recommend 33% or to find out specifically the percentage of bw used?

In an enterprise network infrastructure bandwidth is scarcest and thus most expensive.Therefore business case for efficient bandwidth is strongest.Refer URL for monitoring WAN QOS

Cisco QPM product can do the job, if you don't want to spend the money you can use "sh policy-map interface" command on the router to see which classes are being match.
