There is currently no way of doing this within UCM; HLog is all or nothing.
The only thing I could think of is writing a third-party application that adds/removes the DN to the line group(s) through AXL. You could write an XML Service UI to give the user control over this perhaps.

Is there a way in UCCE with using an admin script maybe using the email application in Call Studio to send out an email? I know in UCCX you can send out an email if the script were to fail but is there a way to do it in UCCE? Any help would be great!
