MVA number -- to be blocked -- without being deleted.

User needs  an extension -- which doubles up to be a MVA directory number ( not assigned on any phone ) to have restrictions .

For now when we dial that number from inside you get prompted with a dial tone and are able to dial international calls.  *** We are not authorized to change the partition as well ***

Any suggestions on how to proceed on it .

No way to do that if you cannot change the partition on the Number.

In addition to above take a look at the

System Remote Access Blocked Numbers service parameter field

Which allows administrators to block Certain numbers to be dialed from RD phones of MVA or EFA users
