Native Call Queue Question.. CUCM 10.5

So I am working with a customer who is trying to set up native call queuing.  Everything looks ok and the calls come in but they don't seem to be able to be answered.  When someone tried to pick up a call the phone stops ringing and it tries to connect but ultimately busies out.  The caller just continues to hear ringing and eventually gets a busy.  They claim they have identical configs working at other locations though I cannot verify this completely. 

Anyone ever run into this kind of error?

I would start looking first at region settings for all devices which are involved in such calls.

Busy after answer can be very much codec mismatch. Can you share more info about the deployment and how is the pstn connected to your call control.
