need help on voice translation-rule .

I would like to make the extention 1420-1450 available to use, for example, when outside people dial

XXX-400-1420(XXX is the area code)  will go to the phone that has ext.1420. but i think some of the translation rules are blocking it. and I don't understand why it configure this way, because 1400-1418 have no problem.

looks like ur translation rule 3 is conflicting with calling those numbers
