We will also need these debugs to understand whether the h245 negotiation is completing successfully between the gateway and the CUCM.

Please also check if there are any firewalls between the gateway and the CUCM/destination phone that could be dropping RTP packets.

If you have a SIP CME running an H.323 network to CUCM, that is NOT supported. If it is SCCP CME, you should be good.
Do a "show voip rtp connection" and ensure the local IP can reach the remote IP which should be the CME IP and phone IP on CUCM respectively taken the fact that a media resource is not being invoked.

Sorry for the late reply respected members, the issue has been resolved after removing and re-configuring the gateway.
