no busy tone for inbound call

Hi

When I call from PSTN to a Cisco IP Phone and the IP Phone has an active call, no busy tone is played, instead there is a normal alerting. The busy trigger in CUCM is set to 1.

Here is a debug isdn q931 output of the h323 gateway:

Interesting is, that the gateway is sending a disconnect to the ISDN Switch.

Router is correctly telling telco that user is busy:

*Apr 15 14:31:29.567: ISDN BR0/1/0 Q931: TX -> DISCONNECT pd = 8  callref = 0x81
Cause i = 0x8091 - User busy

Since no "inband tone" IE is present, it is telco responsability to play busy tones to caller, not the router.

Alos, telco switch seems to be further misbehaving in that it sends "release" two more times after router has correcly ended the call with "release complete".
