we want to move from non secure to mixed mode for CUCM 11.5 cluster. The CUCM version is 11.5.1.21900-40 (11.5(1)SU9).
So how to get encryption license? will it be included in it or do we need to install it in PLM? is it included in the traditional license? if not , is it possible to buy the license for 11.5 ?

You need to buy a 0$ dollar lic and add it in PLM.

AFAIK, you make a new order like you do for normal CUCM licenses.

There isn’t a SKU for this under the annuity subscription model; however, Global Licensing Operations (GLO) probably won’t amend this to your PLM license since 11.5 is nearly end of support. You can try opening a licensing case but I suggest preparing for an upgrade to 14.
Also ensure you’re running the export restricted version; signaling and media encryption are permanently disabled on the unrestricted version.
