I am not able to call any extension number if that extension is forwarded to external number.
Error: call directly disconnects (no any tone)
If it is not forwarded then calls reach to the extension.
Forward all css is selected properly for the called number.
Issue only with onnet calling.
Call is successful if i dial complete DID of a particular extension.
phones at the all sites are registered to same call manager still issue is faced while calling to some sites.

The first place I would look at is the gateway to your PSTN. More than likely you are sending your carrier the 4 or 5 digit originating station's DN rather than a 10 digit DID (for calling number) that they are looking for and will accept.
If you have a SIP trunk to your PSTN, you would change the "Calling Party Selection" field on your SIP trunk to correct this issue.

We are using h323 gateways.
Issue is happening only with some sites.

3000 | A | 2000 | B | mobile number | fails | fast busy(directly disconnects) |

Please note site A and C are using same device pool.

First try to isolate the issue, in your case it can be on the GW or CUCM.
Run debug on the GW:
debug h225 asn1
debug h245 asn1
debug voice ccapi inout
Once we have those then we should be able to tell if the issue is on CUCM or GW, once we know that then we can do more focused troubleshooting.
