Not able to make off-net calls from Video phone in CME

I am not able to make off-net calls from video phone regsitered to the CME. The remote offices are having call managers(CUCM 9.0) which are connected to the CME over a H.323 trunk. We are able to make calls to the video phone and also the phone is working fine for all on-net calls.

What type of  PSTN connection is the call going out of, i.e. SIP trunk/PRI/FXO?

Not able to dial other sites that are connected via the H.323 trunk, other locations are having CUCM. Form these location i am able to make cals to this phone though. If i dial any number on this phone i get a blank call for almost 10 secs and then a long beep.
