Hello,
We are having a weird issue here wherein we are not able to make outbound and inbound calls. The setup is fairly simple.
Cisco 7911 IP phone ----CCME rtr -----FXO -------local PBX (NEC)
We are not doing any integration with PBX but we are trying to use the PBX provided extension to make outbound calls.
In the debugs we are not able get dial tone from the pbx. We connect an analog phone to the cable connected to PBX and we are are able to make outbound calls.Also, when you dial out to the PSTN we need to dial 9 plus the number you want to dial as this configured in PBX.
We also did an upgrade as well but of no use.
I have attached the show tech and debugs.
Appreciate your help at the earliest as we are going into production soon.

In the debug I could see "ccGenerateToneInfo", to me it looks like router is generating the dial tone.
Have you tried changing the singaling to signal ground-start under voice-port command ?
Aftre this command, do shut and no shut on the port.
