CUCM version = 8.6.2
Remote Site 887 with 2 IP phones
CUCM at HQ with ADSL connection to remote site
The current location bandwidth for this site is set to only allow 2 calls to come through over the link from HQ (external call). After this is breached, the call fails. Any internal calls, they would see the 'Not Enough Bandwith" on their phone, however external callers hear three quick beeps and the call fails. Although the behaviouir is fine but due to the nature of the callers making this incoming calls, it has been asked if the audio heard by the calling party for external party can be altered or a way to at least give something meaningful to the user - even if it was to direct them to a voicemail inbox that had a recorded message that simply stated the lines are busy call later.

How would you direct them to voicemail if you do not have any bandwidth? Is the VM local or centralized?
Have you looked into AAR feature?

The voicemail is centralised and not Cisco. As it happens I'm looking at an AAR document.
Just to get an idea, would AAR suit an outcome other than routing the call elsewhere?

Yes, with AAR you can re-route the calls based on the AAR destination defined in CUCM to any other number.
