Not receiving CTI events from monitored addresses (DN's)

Hello, 

I'm integrating our application with CUCM 10.5.2 and I'm having some issues receiving CTI events for some extensions.

Initially I was only able to monitor one extension of the 3 I'm testing with, and come to find out I had to add the below permissions groups:

 

Standard CTI Allow Control of Phones supporting Connected Xfer and conf

Standard CTI Allow Control of Phones supporting Rollover Mode

 

After doing so I'm able to register listeners and monitor all 3 DN's now.  The full set of permissions I'm using are:

 

Standard CTI Allow Control of All Devices

Standard CTI Allow Call Recording

Standard CTI Allow Control of Phones supporting Connected Xfer and conf

Standard CTI Allow Control of Phones supporting Rollover Mode

Standard CTI Allow Call Monitoring

Standard CTI Enabled

 

But, for some reason...I'm only able to receive CTI events from one of the extensions we're monitoring, even though all 3 are actively being monitored.  The phone I'm able to monitor and receive events on is an 8841, the 2 I'm not are a 7941 and 8841...

Can anyone think of any reason what would inhibit me from receiving CTI events from the 2 extensions that we are actively monitoring?

Testing in our lab I'm able to add observers and receive CTI events from the same model/family phones...but when integrating with our customer environment I can only receive events on one of 3 monitored extensions.

Oh, and I forgot to add...I've already confirmed that "Allow Control of Device from CTI" is enabled/checked on both the phone and DN level.
