The 8900 series phones are still supported in CUCM 15, so you should be running the latest firmware installed with CUCM 15 which should be sip8961.9-4-2SR4-1 (which is from v14, but I don't think Cisco has updated it in v15). Is the phone running that firmware now?

Did any of your certificates or servers get updated in the re-licensing? If so, clearing the ITL on the phone may resolve your issue. (In Settings, do a Reset of Security settings.) If that doesn't work, I would recommend a full factory reset which often resolves issues like this - or have you tried that already?

As you are probably already aware, the Cisco Unified IP Phone 8900 Series became End of Support in 2021 which means the firmware is no longer available on Cisco's website. It is unlikely you will find a 'safe' place to download older firmware. I looked through my archives and don't have firmware for that model. You may be out of luck.

I take it factory resets don't resolve your reset issue? What does the phone log show? What does the CallManager service trace file show? Maybe we can fix the issue without changing firmware.

Thank you very much Maren, I was hoping that some member of the community would have the firmware.
The scenario is CP-8961, some with KEM and CUCM 15. This worked fine for almost a year.
Due to licensing issues we had to ask Cisco for temporary licenses. After incorporating the new licenses the problems started.
The current firmware is 9.4(2)SR4, but the latest recommended firmware that appears in the compatibility matrix is 9.4(2)SR3.
Yes, we have tried factory reset, creating a new config file, etc.

You can find the old firmware through an internet search.

CUCM 15 does not include firmware for EOL devices. If the CUCM has been upgraded to 15, it will contain the files in the TFTP. If not, the files won’t be there. As far as I know, the 89XX phone firmware will not be available if the CUCM was migrated or freshly installed. According to the release notes, there is a COP you can install for the EOL phones firmware if you have one in your system. The 89XX phones are not deprecated and should work with CUCM 15.

Adding a temporary license has no relation to phone registration issues.
