Ideally, I would like to be able to set this at the device pool level or using an extension range. For instance, device pool A uses 800.555.1212 and device pool B uses 800.555.1313. Or maybe have extensions 2xxx use 800.555.1212 and extensions 5xxx use 800.555.1313. In either case I also need to be able to override it for individual phones.
I saw an article that suggests using Calling Party External Phone mask with the route pattern or route list but all my phones use the same outgoing patterns and lists so that doesn't seem workable for me.

I have been a VIP for 6 years now,
I also have CCIE in collaboration
I have also written many useful documents for this forum
I am just saying I know my stuff too :)
Here is how to use calling party transformation:
Create a calling party transformation pattern: Eg if you all extensions beginning with 2XXX to have a CLID of 800.555.1212
Do this:
pattern: 2XXXX
Partition: any_pt you want to use eg transform_pt
Calling party xform mask: 8005551212
pattern: 3XXXX
Partition: any_pt you want to use eg transform_pt
Calling party xform mask: 8005551213
Create a CSS: call it anything you want: eg Transform_CSS
assign the partition of the pattern above to it.
Then ensure that on the phone this box is ticked:
Use Device Pool Calling Party Transformation CSS
Then on the Device Pool, under: Device Mobility Related informartion>Calling Party Transformation CSS
select the calling party xform CSS above
That should do it

Your options are either
external phone number mask in the line
route group
route pattern
GW/SIP trunk
you would need to create different RPs for each group to accomplish what you're trying to do and use CSS and partitions.

You can use calling party transformation pattern and apply it to the device pools

The calling party transformation option in device pool sure seems like it was meant for that but I haven't been able to figure out how to use it and @Jaime Valencia says I need to use a different technique altogether. He knows his stuff so I am pretty pessimistic it can be done with device pools. Can you provide more details on how you would do it?
