Hi Michael,
Could you check if you are hitting the route pattern, Route group through DNA or a call manager trace.
Just pull up a call manager trace using the link:

Search in the traces by dd="
and check the route pattern that you are hitting has the right partition assigned to it, to confirm you are hitting the right route pattern
and it contains the right route group.
If you still face issue, post the call manager trace along with isdn q931 from the gateway, with the calling called party numbers.
Also provide the numplan report from the call manager.
go to call routing>>route plan report>>on the top right corner hit on Go in from front of the view file, and provide the csv file, that would be created.
Screen shot of the call manager config from the phone config page and the route group, and i will have look into it for you.
I know good amount info u need to collect, but we will figure it out!
