Outbound dial 800 number issue when enabling caller ID by name

Has anyone else encountered an issue with outbound dialing 800 numbers when enabling caller ID with name?  When dialing, we receive a fast busy.  Below is the dial-peer and serial interface config.  As soon as I removed  this from the interface: isdn supp-service name calling, 800 numbers can be dialed.

Try

no isdn outgoing ie facility

if still trouble, take "debug isdn q931" with "Term mon" for the forking and non-working case.

Do not take other debugs. Do not use attachments.

Alos note that you pattern configuration for "toll free" includes many reagualr area codes.
