Outbound SIP calls drop with Call Forward feature.

Hi  Community. 

 I have problems with a customer CME. The symptom is when I try to use Forward Call to cell phone, the call drops after 3 second. 

The scenario its that:

 

Cell Call  ( PSTN) ===> CME ---> CUE ==== phone EXT100 ( with Forward Call activate to Cell phone) 

I mean the problem its when CUE pass the Call to Cisco Phone and this try to use codec g711alaw the call drop. 

 

Attach my config and debug.

Sounds like a media resource issue but I am not familiar with CME.
