Outgoing Call Blocking using translation rule

Hi,

     Is it possible to block outgoing calls based on DN from which call is orginated ... ? Or based on source IP address, in cme (Version 8.6) with h.323 voice gateway..? My scenario is Site A with CME and Voice Gateway (8 fxo port) and Site B with CME only and Site A and B connected through VPN so I think COR will not work. I need phones from site B must go through specific fxo port in Site A. Please suggest any method for resolving the issue. If there is no solution let me know that also.

     Is it possible to map fxo port to specific number  of DNs which are located in another site that connected through WAN, by using answer-address...? If possible can you please show an example.
