Outgoing calls with out the 9 prefix

I am trying to configure an UC500 to allow an analog phone connected to the FXS port to dial outbound without the need to dial the 9 before the number.  I am not interested in changing the whole system, only the this single line.  Is this possible, I was thinking it was; but running into a wall.

Configure a voice translation-profile and rule  that prefixes 9 to any called number.
