HI all phones are registered in cucm and can dial xxxx to each other, but one of phone cannot be dial 9xxxxxxx. Pickup the phone and once dial 9, the phone says "your call cannot be completed as dialed, please consult you directory..". It looks like the phone configuration has some issue. but i could not find something wrong. What is going on?

That's basic call routing, CSS and partitions, what troubleshooting have you done?

Hello Davidospf,
You can try Dial Number Analyzer (CUCMIPADDRESS/DNA) and "simulate" the call process to identify the call flow of this call from this certain phone/DN.
The message denotes that the phone does not know how to "handle" the call. Can you confirm that there is a corresponding Route Pattern on your CUCM? You can check this on the Administration Page via Call Routing-Route Plan Report-> Search: 9XXXXXX If not you should create one to route the calls accordingly.

The Route Pattern is there, and CSS as well. I am thinking how the phone is associated the Route Pattern. It might be the association causing the issue. But i cannot find any difference between the two phones--- phone associated with the first Route Pattern is not working, and second one can work. Please see attached picture.

CSS and partitions are basic building blocks in CUCM and you need to understand how they work for anything related to call routing.
