We are using CallManager 10.5.2.10000-5. We have some 8851 phones already configured on the system. However, a new batch of 8851 phones recently ordered will not register. They are prompting for an activation code. How do we handle? Thanks.

Are the phones running enterprise or MPP FW?
If MPP, you got the wrong phones, discuss with the vendor swapping them for phones with enterprise FW.
If they're running enterprise FW, are they pre-configured in CUCM? do you have auto-registration enabled?
Are the phones receiving the right TFTP from DHCP and can they reach it?

As @Jaime Valencia mentioned Can you check if they are on Enterprise versions.
May be the phones are MPP versions.
Also check the points mentioned by Jaime if the phone has correct network settings which include TFTP address. Are you using auto registration or are they manually configured ?

Thank you all for your help! I was able to configure a new batch of phones then discovered that the first patch is MPP. I was not aware there was a difference until now.
