If users in our organization are on the phone (Cisco 7841's) and someone tries to call them 1 of 2 things will happen. If the user (receiving the call) has VM setup the incoming call goes directly to VM but there is NO indication that a call has been received. The CALLING user just hears the call go immediately to VM. If the user (receiving the call) has NO VM setup the incoming call (from the callers perspective) rings once or twice then goes fast busy. Again, the CALLED user has no indication that they have received and missed a call nor does it show up in their call logs.

Assuming your maximum number of calls is 2, and your busy trigger is 1, then that's the expected behavior and WAD.
Any incoming call above the busy trigger gets the CFB treatment, and the phone doesn't get any indication that someone tried to call, that's how it's supposed to work. If you have CFB to VM, then you get immediately to VM, if you don't, then it simply drops the call.
If you want the get the calls show up on the phone, adjust your maximum number of calls and busy trigger as per your business needs, then the calling party will get regular ring tone and the called party will get the notification he has another call, and if he doesn't answer, the missed call log.

That was it. Thank you for the assist. I know it was a super simple question, but this whole IP Telephony/CUCM is new territory for me as I'm an old Router/Switch guy. Thanks again, your assistance is appreciated. Brent
