Now we using E1 trunk on cisco voice gateway to connect Telecom for outside calling, we have redundant gateways and soon we planning to add another E1 trunk on the gateway and increase the outlines, therefore is that possible to configure new E1 on the backup cisco gateway? so if the main gateway goes down users will call outside by backup gateway's E1?

I assume you have this scenario, using CUCM, in which case you can stick both gateways in a Route Group, with Top Down configuration, so it uses the primary gateway first.
Are you using MGCP or H323 to signal between cucm and GW?

That is all? is there any other specific configurations needed on the gateway? so once all lines got full next call will hop to second Group member? Can we look at the history/graph of that lines usage?

It depends on which type of gateway you are using...if its h323 or sip, you need to configure extra dial peers with preferences...or rather than doing that you can configure trunk groups and add all your e1 to the trunk..and just configure one dial peer for all your e1s
