Prefix 9 in Call History

i need a specific configuration but i cannot achieve it

if i received a call from 44488888 , i need when i call this number from the phone call history i need the new call history to be 944488888 , i tried using CSS and partition and achieved prefixing the number with 9 this was no problem but still it would show in call history as 4448888 without the prefixed 9 

i have no problem prefixing 9 , but the requirement is having the new prefixed 9  number to appear in call history , i have seen this implemented in one of the hotels .. but i cannot achieve it

Is the call coming in through a H.323 gateway or sip ?
You can have a translation on your voice gateway to prefix 9 to ANI before extending the call to CUCM ?

cannot do it on voicegw , cucm is serving more than one company an i cannot generalize adding 9 from the voicegw level , some another company is not using 9 when calling outside
