Problem with file SEP<MAC>.cnf.xml

Hi,
I have some problems with the file SEP<MAC>.cnf.xml, the CISCO IP PHONE 7940 that I have doesn't recognize the file's content, I'm especially interested in the <webAccess>, I have set the parameters (I've test "0" and "1" with the same results) but I can't access by browser to the phone.
This is the configuration that I have in the file.

I'm using firmware version 8.8 (I also tried with 8.2, 8.3, 8.6 with no results), I will appreciate someone help me please.

Where are you hosting the config file? Was it on CUCM or a 3rd-party TFTP?
If it's on CUCM, you should change the config from CUCM Admin web page instead of modifying the xml file directly.
Also restart TFTP service to make sure it got refreshed.

It's a third party TFTP, I'm not using CUCM, I see the phone getting the file but it's seems that it doesn't work, do you know if this configuration is correct?
Or why posible reasons are for the phone to not applying it?
