PSTN calling Issues from 3rd party SIP Phone

I have a configured a polycom SIP phone in my CCM and able to dial internal extensions but when i try calling PSTN numbers specailly mobile numbers it fails.

CCS and Partition is configured fine and no issues with configuration.

scenario is :

1, When i dial the complete number and go off hook then call gets connected and it works.

2, When i go off hook first and then dial it permits me to dial only 9 or 10 digits not more than that and give me fast busy tone i.e. call fails. can anyone help me in resolving this issue . Might be someone would have faced the same problem.

Can you get a wireshark capture from the 3rd party SIP Phone..

Usually this indicated that you have overlapping dial-plans with urgent priority set on a Route-pattern/TP which is shorter than the number you are trying to dial.

Whats the model of the 3rd party SIP phone you are using?.
