For our internal voice lab we want to be able to simulate the PSTN.
If I have Call manager with two sites(both with MGCP gateways, DSP's and 1MFT-t1) can I make calls over the pstn links as long as I set one side up as the Network Side? Our goal is to use this setup to test SRST failover, AAR etc...
Or will I need a PSTN simulator to get this testing capabilities between Call Manager (4.1.3) and the gateways?

YES! T1s back 2 back can do it
u can also setup a third router.
That acts as PSTN swithc
You can do the following:
Site A Router 1 connected to PSTN Router
Site B Router 2 connected to PSTN Router
PSTN Router Router 3 with 2 T1 cards.
with that you can emulate all PSTN scnearios.
Actually a back to back should do it but I would use the previuos one.

Yes, you can,
I always in similar situations (testing, classes, etc.) use additional router withe two E1/T1 PRI instraces, one IP Phone and CME configuration. This way I able to test calls between sites and calls to the PSTN (which in my situation is CME part of the router's configuration). I configue IP Phone (7960) with up to 6 characteristic DN such as emergency, local, long distance, international, toll free etc.
