Does a customer need to have a CUBE license to support SIP dial peers?

No, you need the UC/Voice license for UC related configuration like voice dial peers, and you need CUBE licenses for the CUBE sessions.

If you are talking about configuring SIP dial peers in general, no you do not need a CUBE license. You can even enable inbound-to-outbound SIP dial peer connections with "allow-connections sip to sip" without a CUBE license
There is a specific CUBE feature set, though, that is enabled when licensed. Here is a link to the CUBE v14 Data Sheet which talks about that in more detail.
