If you are still having this problem, you need to add the following on your configuration:
voice service voip
sip
registrar server expires max 600 min 60
Let me know if that works...it did for me. After debugging registration, the phone was looking to register to the server.

Hey;
try this and please let me know if it fixed;
Voice register pool 1
busy-trigger-per-button 2
id mac xxxx.xxxx.xxxx
type 7821
number 1 dn 1
presence call-list
dtmf-relay rtp-nte
codec g711ulaw
session-transport tcp
and go to "voice register global"
create profile
if problem still active please attach "debug tftp events" and status messages from an ip phone maybe you can take a pic of screen
Good day

Hello Adnan,
I am facing same issue in CME 10.0.
How did you ended up with your problem ?

Hi Ilana!!
As I explained on another similar case... after one week testing (and fighting) with Cisco TAC, they accepted my RMA requirement of the SPIAD Router.
Once I received and installed the replacement router, all phones registered !!!! Including a new CP-8831 !!
If you have a SPIAD Router, with similar strange behavior i really recommend you to require a RMA.
I HTH
Enrique
