how can i determine if im running out of liscense in my call manager for ip phone users, which tab in call manager administration should i navigate,

I believe licensing on 4.1 is on the honor system. You are expected to buy licenses for your phones, but there is no enforcement of it within callmanager that I'm aware of.

Assuming you are running 5.X and talking about license units you can got to System > Licensing > License Usage Report. You should see how many license units you have remaining.
