Remove Privacy from Jabber for Windows options

I have a customer requesting to disable Privacy so that users can not block users from adding them as contacts.  I see in the Jabber for Windows 11.0 deployment guide, you can do this in a Webex deployment:

Is it possible to disable Privacy in an on-premises IM&P deployment?

You can try an unsupported option though as explained in the following post

Not AFAIK, you use the .xml for most settings for on-prem and I don't see anything to do that
