I am open to suggestions as to how to go about rerouting calls to a specific number via PSTN when the WAN links have failed. The location has a local subscriber node and SIP configured PSTN gateways so there is no SRST. Currently the CUCM cluster knows to achieve the destination via a SIP trunk between CUCM and a legacy PBX.

Route Pattern -> Route List -> Route Group -> Gateway/Trunk
Put multiple paths out trunks so when one dumps you can rely on the others. Since your location doesn't use SRST as it has a sub, this would work well for you assuming that particular location has a dedicated SIP trunk as well.
