Ringtones not working CME 8.6 7941 phones

For some reason, my 7941 phones (all are 7941) do not get the ringlist.xml file or the distintiveringlist.xml file.  From what I can tell, my config is correct.

I did a debug tftp events and packets then went to a phone and tried to change the ringtone for the extension 1104 and received the following debug output:

It says no such file but as you can see by the directory output above, it IS there.
