Route Pattern with time based

Is there a method to configure RP (Route pattern ) to block any  calls outside working hours ?

I am using CUCM 8.6

Yes sure you can use RP to block calls based on time of the day. You will need to use Time of day routing to do this..

Once you have created your time periods and schedule, assign time schedules to partition and assign partition to RP.

You then create two RP as follows

RP1, in pt-OOH

under route option, you selct block this pattern

RP2, in pt-OH

select route pattern
