Russian locale cannot be loaded on CP7940G/7960 with CCM4.2(1)

Hi!

I've find this problem - russain user locale cannot startred on the 7940/60 phones with "error loading locale" status messages. Another phones are OK. Other locale (spanish in the case) is ok. CCM have latest Device pack (Oct 30) and SR1b. Any ideas?

The logon process checks for the locale of the user but the condition where locale is not found in the database, has not been taken care of. A generic solution has been provided keeping in mind of the scenario where the Locale entry does not exist in the database.
