I have some SCCP vg224 ports registering to an SRST router for fall back but whenever the phone makes a call out the caller ID is that of the POTS lines connected to the SRST router's FXO ports. Is there anyway to change the caller ID to that of the vg224 port doing the calling?

If the call is going out of the POTS line then you cannot change it, this is no different than calling from IP phone. FXO lines do not allow you to send any different ANI as only a single number is tied to them.

Yeah.. That's what I thought. Thanks for the quick response. If we had a PRI then this would be doable, correct?

Correct, PRI, SIP trunk FXS/DID lines would allow you to do this.
