Securing Unity Connection against Toll Fraud

Does setting up Restriction tables in Cisco Unity enough to prevent Toll Fraud or do i still need to limit voice mail port to Internal/Local CSS? I have tried calling the system and tried to setup Call Transfer setting but it will not allow external number although i can set it in the Unity Page and succesfully make an outbound call transfer.

The restriction tables alone are generally pretty good but I always limit the voice mail ports as well.
