We have 20 locations and each one has a local gateway running h323 and POTS lines plugged into them. I would like to send one specific number out the gateway locally at each location (4192671234). I would like the users to be able to dial 74192671234. The call will be a local call for some gateways and a long distance call for others. How do I configure a Dial Peer specifically for this number that will let the users dial the number and not need to attach a 1 if they're dialing long distance. I have my current Dial Peer config below.

You should start by mentioning if this is CUCM or CME, and version.

Sorry! CUCM 8.6. I guess I was thinking about the gateway and not the call manager side. Thanks!

CSS / partitions and your dial plan define that (remove/prefix digits)
If they need to add the 1, configure a RP with the 1 they can reach, and make sure to have a matching DP
If they don't need to dial the 1, configure the RP without the 1, and the matching DP in the GW
