Services URL Not Updating with CME 9.1

I have defined the services URL in CLI as follows:

telephony-service
url services http://192.168.1.25/ipics_server/servlet/IPPhoneManager

It seems this command has no affect when cnf files are created and updated.  Looking at the current phone settings, the services URL is set to the default:

http://192.168.1.1:80/CMEserverForPhone/serviceurl

I've done this many times with no problem in earlier versions of CME, this is the first time with 9.1. 

Any ideas why this isn't working?
