I recently upgraded CUCM from version 11.0 to 11.5; afterwards, all of our phones upgraded just fine except one. On the display it shows that it's trying to download a SIP load instead of SCCP. I've reset the phone several times using both 123456789*0# and 3491672850*# and tried every load available on Cisco's software page from 8.3.3 to 9.4.2.1 (on a separate network) with no luck. The phone is stuck in a reboot loop:
upgrading 00:21:d8:ba:14:b8 (the phone's mac address)

I've done a packet capture and I never see the phone requesting the XMLDefault.cnf.xml file. Does anyone have suggestions?

Thanks for taking the time to reply to my question - I appreciate your suggestion! Our CUCM deployment uses IP addresses to connect. All other phones upgraded and are registered to Call Manager except this one.
