SIP BYE Reason Header is not set when call is ended by device where recording in disabled

I have a basic SIP server that I am using for recording calls from CUCM. I have enabled recording on one device and disabled on another. When the call is ended by the recording-enabled device, I get Reason header in BYE Event, below is an example.

Via: SIP/2.0/TCP 192.168.1.48:5060;branch=z9hG4bK3db43e83a6c;rport=39302

But when the call is ended the non-recording-enabled device, I don't get the Reason Header in BYE event, below is an example

What could be the possible reason, or I am missing anything. Any leads will be appreciated.
