SIP Dialpeer Failover / Overflow to POTS

Hello Pros

I have a setup where 3 CME(1861)s which by customer requirement need to send all calls to the PSTN through the Headquarters (With another CME running on a 2911). I am using SIP. And all seems to work fine.

However, failover is needed through the PSTN in case the connection to the headquarters is lost. For that purpose, each CME has a BRI to the PSTN.

My problem is how to achieve failover between these dial-peers:

dial-peer voice 23 voip

corlist outgoing call-moviles

description Numeros de Movil

translation-profile outgoing Saliente

preference 1

destination-pattern 0[67]........

session protocol sipv2

session target ipv4:10.168.30.1

voice-class codec 2 

dtmf-relay sip-notify

dial-peer voice 13 pots

trunkgroup ALL_MOV 1

I suspect that I need to tune the INVITE timer but I am not sure how to do it. I came across this  document but it seems out of date:

I am running  15.1(4)M2.
