SIP Phone 8851 Incoming PSTN Not Found, But Outgoing is OK

I have the following topology.
voip === switch === CME === SIP === PSTN


The ip phone I use is model 3905, and 8851, all outgoing traffic is functioning properly. The problem arises when there is incoming traffic from PSTN I throw it into the pattern and session 8015, if I target the CUE session I point to SIP Phone 8851, the system says the number you have dialed is wrong.
but if I use SIP Phone 3905, there is no problem.

If I'm reading your config correctly, dial-peer voice 8015 points to 172.16.2.2 which is the CUE module on interface ISM0/0. But the ISM0/0 is configured with "shutdown". Might that be the problem or am I missing something?

No, sorry , But 172.16.2.2 is reachable via G0/0.30

The installation instructions for ISMs (including deploying CUE on an ISM) are specific about "no shutdown". Try it. Also, if you are using "ip unnumbered" you will want an ip route statement.

Being able to connect to the CUE CLI does not imply that you can route a call to the CUE CLI.

Then I'm confused as to what you are trying to do. Your voice translation profile is changing inbound numbers to 8015 (which is reflected in the SIP debugs), and the only other mention of 8015 in your config is dial-peer 8015 which points to CUE on the ISM, which you say you are not running. But in your original problem statement you say you *are* targeting the CUE session on inbound calls.

The debugs show the call coming in, and being routed to 8015@172.16.2.33 via 172.16.2.1 (CME). This IP address is, I assume, the 8851/SEP0C1167636DF0 configured in voice register pool 12, which has DN 112 mapped through voice register dn 13.

If the call is not flowing through the CUE session, how is it getting to any of the 3905 phones as there is no 8015 dn on any of them? If it is flowing through your CUE session, where is CUE if it is not on the ISM?

If you are posting an 'old configuration', do you mean that the current config on your router is different? If so, how can we help troubleshoot if we are not seeing the current config?

Right now ISM 0/0 has "gone up", and I have directed Dial-Peer to the target ISM session 0/0 ipv4: 172.16.2.2

then what do I do next ?, the incoming call is still not received

The key is the disconnect cause code sent by your router back to the service provider. Q.850;cause=38 means "Network Out of Order". This is reflected by the message the router generated just prior to sending that message that Internal Error (Socket conn refused).

Your router receives the INVITE from the service provider and sends back a Trying message. Then the router sends an INVITE to CUE. Note that the router does not receive any kind of reply from CUE, but immediately sends back the network out of order message back to the service provider. This means that the router is not able to establish a SIP session with CUE.

So, you need to look on CUE itself to see if it is receiving the INVITE and what it is doing with it. It may be a network configuration issue. It may be an issue with CUE program itself. It could be a bunch of things.

What I would suggest also is that you re-trace your router-side and CUE-side configuration step-by-step.

FWIW: Other than using sip-kpml rather than sip-notify (and no mwi configuration) the router side of the configuration looks okay. I'm a little concerned that you are not binding SIP to internal and external interfaces on internal and external dial-peers, but I don't know your exact situation.
