SIP Phone failed to dialed SCCP Phone

Dears
I need your help to solve this issue 
I have third party Sip Phone register with CUCM  ,when i dial SCCP cisco Phone(1076) from sip phone(4001) call success.
but failed when dialed SCCP Phone (1067)from SIP Phone (4001).
Kindaly find attached SDI files about this cases.

please ensure that ext 4001 is in a partition that can be dialed by ext 1067 Calling Search Space (CSS)
